IMO resolution MSC.560 (108) – changes regarding Basic Safety Training (Refresher)
Recently, we have received many questions from the sector (shipping companies and crewmembers) about how to handle Basic Safety Training and certificates of proficiency as of January 1, 2026, due to the entry into force of IMO resolution MSC.560 (108), “Basic knowledge and understanding of violence and intimidation on board, including sexual harassment, bullying and assault, and the continuum of harm.”
The Dutch Shipping Inspectorate, after consultation with the Ministry, will address this as follows:
- The current certificates of proficiency will remain valid;
- The expiry dates on these certificates of proficiency will be maintained;
- As of January 1, 2026, the new components will be added to the Basic Safety training, specifically to the Personal Safety and Social Responsibility section (Table A-VI/1-4);
- The new topics will also be added to the Basic Training Refresher; The existing issued certificates of competence do not specify the specific content of the training; instead, they refer to Tables A-VI/1-1 through 1-4. In this case, no adjustment is required.
The above is also in line with the International Chamber of Shipping’s approach, although some countries choose to handle this differently.
