The traditional way is after all that a hard copy needs to be present. Sometimes the original certificate is not on board during Port State due to the reason that it is still underway via traditional mail. To accept the use of electronic certificates the IMO Facilitation Committee has set up several guidelines for the use of electronic certificates. One example is the cyber attack at Maersk, but also one of our customers has infected his files after opening a seemingly innocent excel document that was infected with ransomware. This customer had to pay a few thousand euro\u2019s in bitcoins before everything went undone.<\/p>\n<p>Safety4Sea has started a Cyber Aware at Sea Campaign because as they say 99% of the cyber attacks happen due to the reason that we fail to do the basics. Safety4Sea developed a movie to explain how cyber-attacks happen and give advice on how to prevent this by doing the basics. To see the movie please copy\/paste the following link in the URL of your browser:<\/p>\n<p>https:\/\/www.safety4sea.com\/cyber-attacks-occur-because-we-fail-to-do-the-basics\/<\/p>\n<p>&nbsp;<\/p>\n<h2>CIC on Safety of Navigation and Life Saving Appliances<\/h2>\n<p>Port State Control will start an inspection campaign starting 1 September 2017 regarding the \u2018safety of navigation and life-saving appliances\u2019. This campaign will take three months.<\/p>\n<p>The ParisMoU, Tokyo MoU, Black Sea MoU, Indian Ocean MoU and Vina del Mar will organize the CiC regarding \u2018safety navigation\u2019 and the Caribbean MoU the CIC regarding \u2018life-saving appliances\u2019.<\/p>\n<p>The focus will mainly consist of: nautical publications, maps, navigation lights, audio alarm and flags that are dirty or torn. Voyage preparation, magnetic compass, voyage data record, knowledge regarding audio alarms, visual indications and ECDIS.<\/p>\n<p>&nbsp;<\/p>\n<h2>CIC on crew familiarisation for enclosed space entry<\/h2>\n<p>On 1 September 2017 an inspection campaign will start by the Riyadh MoU in the Persian Golf regarding entering enclosed spaces. This campaign will also take 3 months. The purpose of this campaign is to reduce the high number of victims. The campaign will focus on ship-specific information during familiarization procedures. We advise the vessels to check their familiarization checklists and adjust if necessary.<\/p>\n<p>For the CIC safety of navigation and life-saving appliances as well as crew familiarization for enclosed space entry questionnaires are available on our website. It is compulsory for all vessels, which have ballast tanks registered on their IOPP certificate. RBG is happy to help and develop a Ballast Water Management Plan.<\/p>\n<p>&nbsp;<\/p>\n<h2>Guidelines for onboard sampling fuel sulfur content<\/h2>\n<p>According to the MARPOL rules and regulations samples must be taken of the fuel delivered to the ship in order to check the content of sulfur. The IMO has developed guidelines on how and where these samples are best to be taken.
