These lists will take effect 1 July 2023. The Paris MoU (Paris Memorandum of Understanding) was established in 1982. It is an organization made up of 27 participating maritime administrations and covers the waters of the European coastal states and the North Atlantic basin from North America to Europe. The aim is to eliminate the operation of ships that do not fully comply with international requirements through inspections through a harmonized system of port state control. Regarding the \u201cWhite, Grey and Black List\u201d for 2022, a total number of 66 flags are listed: 39 on the \u201cWhite List\u201d, 18 on the \u201cGrey List\u201d and 9 on the \u201cBlack List\u201d. In 2019, before the COVID-19 pandemic and therefore giving the most relevant comparison, the total number of flag States on the list was 70, of which 41 on the \u201cWhite List\u201d, 16 on the \u201cGrey List\u201d and 13 on the \u201cBlack List\u201d. The comparison with 2019 shows a shift of some flag States from the White to the Grey list.
